The Supreme Court has upheld the statutory authority of the Registrar of Cooperative Societies to amend service rules governing cooperative banks, ruling that a circular issued under the Registrar’s powers is legally valid, media reports say.
In its judgment in S. P. Chandrakar vs State of Chhattisgarh & Others, the apex court restored the promotion of the appellant while reaffirming the Registrar’s rule-making powers under the relevant cooperative laws.
The ruling clarifies that the Registrar is empowered to amend service rules in accordance with statutory provisions, reinforcing the legal framework governing cooperative institutions.
The judgment is expected to have significant implications for the administration, governance and service matters of cooperative banks, providing greater clarity on the scope of the Registrar’s authority in regulating employee service conditions.
