The election process for the apex cooperative body, National Cooperative Union of India, has formally entered the operational stage, with Returning Officer and South Delhi District Magistrate Lakshay Singhal issuing a detailed communication to all member organisations outlining strict eligibility conditions, compliance requirements and timelines ahead of the July 15, 2026 Governing Council elections.
The communication, issued following the election programme announced by the Cooperative Election Authority, invokes provisions of the Multi-State Cooperative Societies (MSCS) Act, 2002 as amended in 2023 and the amended MSCS Rules, signalling tighter enforcement norms for participation in the crucial NCUI polls.
One of the key highlights of the communication is a clear warning to defaulting and inactive member societies. The Returning Officer has stated that member organisations whose subscription dues are not fully paid up to the preceding financial year will not be eligible to participate in the elections or exercise voting rights.
The communication further states that member societies which failed to attend three consecutive General Body meetings during the tenure of the present board, and whose absence has not been condoned by the General Body, may also become ineligible to participate in the electoral process.
In another major compliance requirement, the Returning Officer has made it mandatory for every member organisation to submit a fresh board resolution for nominating delegates to the NCUI General Body and Governing Council.
Referring to Rule 19H(7) of the amended MSCS Rules, the communication specifically states that “fresh resolution shall be required for every general meeting at which election shall be held,” effectively rendering earlier delegate authorisations invalid for the upcoming polls.
The letter also clarifies that only representatives authorised under Section 38(3) of the amended MSCS Act, including Chairpersons, Presidents, Chief Executives, Board Members or Administrators duly authorised by their boards, will be permitted to represent member organisations in the election process.
Further, the Returning Officer reiterated the “active membership” condition under Section 45J(1) of the amended MSCS Act, under which only active members of the General Body will be eligible to contest elections to the Governing Council.
All member organisations have been directed to submit delegate nomination forms in duplicate, along with fresh resolutions, specimen signatures and tenure details of delegates, by June 11, 2026.
Polling for the Governing Council elections will take place on July 15 at the NCUI headquarters in New Delhi, while counting of votes is scheduled to begin from July 16 onward.
