The Punjab and Haryana High Court has stayed recruitment to 124 posts at Chandigarh State Cooperative Bank until further orders, following a petition alleging violation of rules in the bank’s recruitment and decision-making process, media reports say.
Justice Sandeep Moudgil passed the order on a plea by former chairman and director Satinder Pal Singh Sidhu, Vice-Chairman Surjit Singh Dhillon and three other directors. The petition alleged that the agenda for the August 7 Board meeting was not circulated 15 days in advance as required. Five directors had opposed the recruitment and other decisions, alleging procedural violations.
The court had earlier stayed decisions taken at the meeting and, in its September 9 order, clarified that the stay covered the proceedings of the entire August 7 meeting.
It also questioned the Board’s competence and the requirement of prior approval from the Registrar under the Punjab Cooperative Societies Rules. The matter comes up on October 6.
