The Ministry of Textiles has notified the Central Silk Board (Adjudication and Manner of Holding Inquiry and Imposition of Penalty) Rules, 2026, explicitly bringing cooperative societies within the scope of the new adjudication framework.
The rules, notified on October 8, 2026, define an “establishment” to include companies, firms, associations, trusts, institutions and cooperative societies, among other entities.
Under the new framework, authorised officers can file complaints for specified violations under the Central Silk Board Act, 1948. The adjudicating officer will examine the matter after issuing a show-cause notice and providing the concerned establishment an opportunity to respond and be heard.
The rules also prescribe factors for determining penalties, including the nature and repetition of violations and the balance of hardships. An appeal against an adjudication order can be filed before the designated appellate authority within 30 days.
Unpaid penalties may be recovered through the Collector as arrears of land revenue.
The notification is relevant to cooperative societies operating in the silk sector, as they are expressly covered by the definition of establishments.
