The Board of NCCT comprising of 21 members is meeting today at the Sri Fort headquarters of NCUI in the second half. Agitated cooperators are sure to rake up the issue. Talking to Indian Cooperative, the Chief Executive Dr Dinesh tried his best to skirt the issue saying the Board and the Board alone can ponder over the development.
The matter relates to the grant-in-aid rule applicable to the working of the NCCT formulated a decade ago. Now due to the changed pattern of funding by the government since a couple of years the government has recently removed the President of the NCUI from all important decision-making exercises.
The December 3 notification says the President of the NCUI would no longer head the subcommittee on ANF(Administrative and Finance)- a big blow to the established order. He has been replaced by Additional Secretary Finance.
He has also been removed from the Corpus Fund Sub-Committee. Not content, the government has also removed the President of the NCUI from the Chairmanship of VAMNICOM, the flagship training organization based in Pune.
A wounded leadership is raring to take on the bureaucracy. But Indian Cooperative has learnt that the Additional Secretary Raghav Chandra would not come to the Board-meeting today as he had been out of town. The joint Secretary Mr Raj Singh would be pitted against a host of restive cooperators including Dr Chandra Pal Singh and others.
The NCUI has already sent a stinking letter to the Ministry, though Dr Dinesh refuses to share any details. Dr Chandra Pal Singh Yadav is the Chairman while Mohan Mishra is the Member-Secretary.
