The story of misappropriation of fund in the ICM, Imphal which appeared in the Indian Cooperative on 24th of March has created storm. Some unscrupulous elements, it seem are misusing the free plateform offered by the Indian Cooperative to condemn the complainant who is held in high esteem in the cooperative world. A pained L Tompishak Singh Chairman of the ICM and the complainant phoned the office of the Indian Cooperative to express his anguish and vowed to come out further with more details. ICM Director accused of misappropriation

A case of financial misappropriation and irregularities has surfaced in the Imphal ICM. Mr Somrendro Singh and his accountant are involved in the scam. Mr Singh is the Director of Imphal ICM.
Talking to the Indian Cooperative the complainant Mr L Tompishak Singh Chairman of the ICM, said “it is a clear cut case of misappropriation and financial misconduct. I have learnt reliably during my last Delhi visit that the guilt has been proven against Somrendro Singh by the agricultural ministry”.
Somrendro is accused of flouting the NCCT guidelines in regard to outsourcing such as appointment of lower level staff. He is also accused of buying 40 gift items costing Rs 18,000 each. Other purchases including that of camera are also said to have been done in a non-transparent manner.
Somrendro in collusion with his accountant Ms Subha Laxmi are accused of financial fraud amounting to more than Rs 6 lac, added Tompishak.
The Chairman of Imphal ICM who spotted the mal-practices wrote to the NCCT and the Ministry. A third party enquiry was conducted which examined the matter thoroughly and found the Director and his accountant guilty.
“I want severest possible punishment for the guilty as he has swindled money meant for training purposes. I request Indian Cooperative to support me in my fight against the corrupt”, an emotional Tompishak told this correspondent on phone from Imphal.
Now the ball is in the court of Director General of the NCCT, Dr Dinesh who has to take necessary action and ram home the message that such things are not on in the cooperative institutes, Tompishak added.

Mr. L. Tompishak Singh, Chairman, Mgt. Committee, ICM, Imphal has collected huge amount from the public for appointment of lower level staff at ICM, Imphal.
Mr. L. Tompishak Singh, Chairman, Mgt. Committee, ICM, Imphal has never concentrated for the development of cooperative movement. He is very corrupted person. He has collected huge amount from the public for appointment of lower level staff at ICM, Imphal. He also collected huge amount from public and wrongly convinced them for selection of PMEGP beneficiaries and to give loan from Bank. Now, lot of persons came to the Institute to pay back the moneywhen they are not selected for PMEGP Programmes.
He visited at ICM, Imphal 4-5 times in a week along with big team to get his political mileage.
Now, ICM, Imphal has become his party office bringing lot of women and youths.
We came to know that from ICM, Imphal and members of the Management Committee, ICM, Imphal that he sent lot of wrong allegation report to the NCCT, HQ and other organisations for vested interest.
Fortunately, Inquiry team has visited ICM, Imphal 4-5 times. Internal and External Inquiry Team proved that Director ICM Imphal has not involved in any financial misappropriation and irregularities.
Shri L. Tompishak Singh, Chairman and the accused Accountant, Ms. Subhalaxmi Devi has a very close relationship. It has proved by the Investigation Team.

We came to know from the ICM Staff that Chairman, ICM, Imphal Mr. Tompishak always threatens to teaching & non-teaching staff. Why did he send again & again the wrong allegation to NCCT and other organisations in the interest of some vested persons to get his political mileage? It is not a good sign in the cooperative Institution.

D K Sagolsem, Former Chairman, ICM Imphal is having a rivalry relation with present Chairmain ICM Imphal Mr. L. Tompishak Singh, therefore former Chairman is giving such type of baseless statement without documentary evidences.
The present Chairman Mr. L. Tompishak Singh is a very honest and simple man, moreover nothing has proved against him.
Everybody knows about the financial misappropriation and irregularities have been done in ICM Imphal and Charges against Director ICM Imphal are proved by the Inquiry team.
We don’t know, why Director General of the NCCT, Dr Dinesh is not taking any action on the inquiry report, this is again a big question and needs further investigation?

If Mr. Tompishak Singh, Chairman, ICM, Imphal is a very honest and simple man, why did he threat and shout like a Gunda to the teaching & non teaching staff during the Inquiry Period? He is not cooperator. He is self-operator, Contractor and supplier. He has no leadership quality & no positive thinking. Why did Chairman, ICM like to fresh appoint 5 additional outsourcing staff if he is a complainer against the outsourcing of ICM,Staff who are working more than 20 years in the Institute?
The agent(followers) of Chairman, ICM, Imphal wrongly convinced to select PMEGP beneficiaries and to give loan from bank and collected a huge amount was collected from the public. The collected amount is sharing 50% both Chairman & the Agent. It is a true information from the public.
Shri L. Tompishak Singh has charged allegation to the Director for payment of ACs and Air Coolers. But, during the Inquiry it was proved that there was no image of payment. In the meantime, the wrong complainer himself (Shri L. Tompishak Singh) has paid Rs. 2,00,000/- (Rupees two lakhs) to M/S Alex Iron and Steel Works as advance on 6th August 2013 vide A/c No. 01882/UBI, Lamphel Branch before completing the Inquiry Report at that time. Is it a nature of Cooperator/Leadership?
God knows who took more than Rs. 6 lakhs from PG/Professional Account. Why Chairman, ICM, Imphal like to save particularly the main accused Accountant? If Chairman like to know who took the money more than Rs. 6 lakhs, please ask to all the concerned teaching & non teaching staff for your verification and check the documents. ICM teaching & non teaching staff like a peace environment and to run smoothly academic atmosphere before the present chairman, Mr. Tompishak joined ICM, Imphal.

Chairman, ICM, Imphal Mr. L. Tompishak was a Broker, not a cooperator. He took huge amount of money from the youths & women for PMEGP Traning programme & purpose for appointment of Grade IV in the ICM, Imphal and also borrowed a huge amount from public and staff of ICM, Imphal. We came to know that since he joined at ICM as a Chairman, no development is found of the Institute from his side except trying to search the look hold for every staffs. Most of the time, Mr. Tompishak disturbs all the administrative and academic atmosphere, so all the staff could not performed their duties properly. He shouted and threatened to all the lower staff when he is in Manipur State Coop. Union(MSCU) & ICM, Imphal All the teaching & non-teaching staff does not like to be a Chairman for his character & narrow minded style. All the former chairmen are cooperator, good and simple and having qualities of a good leader except the present Chairman, L. Tompishak. So no one staff likes to continue him as a Chairman. He cannot communicate properly both English and Hindi to any Official/Authority as a Leader of ICM without the help of his outsider party. So ICM like to change a new high educated cooperator or IAS Officer to be a Chairman of ICM, Imphal. So, if possible please arrange a new Chairman for ICM, Imphal by higher Authority for smooth functioning both academic & administrative work.
