Nafed: Thakur’s dissent on Gram Sabha land

Ashok Thakur has also dissented on the misuse of the NAFED property at the hands of NHRDF which is headed by Bijender Singh. He says Nafed took land worth crores on lease from Delhi govt only to give it to a private organization NHRDF.

“They claim NHRDF is part of Nafed but they have no answer when I ask them to show its presence in the Nafed balance sheet”, asks Thakur.

They have breached the conditions of MoU with Delhi govt which gave it for the stated purpose of opening a warehouse. Secondly, they also breached the MoU by subletting the property to NHRDF.

My dissent is as follows:

In view of the following factors, the undersigned hereby gives the DISSENT NOTE under bye-Laws 23 of NAFED

In my opinion the agenda no. 12 to consider the renewal of lease of agriculture land of the Gram Sabha, Ujwa beyond 12.06.2016 is not worth approval. The Gram Sabha land was taken on the lease by giving undertaking to use it for the purpose Dal Mill cum consumer packing and warehousing unit by paying Rs. 20, 15, 338.63 Ps (Rupees twenty lacs fifteen thousand three hundred thirty eight and paisa sixty three only) lump sum and ground rent of Rs. 6,086/- (Rupees six thousand and eighty six only) on yearly basis, after approval vide Delhi Administration :Delhi Development : Department (Panchayat Unit) vide letter no.F.33(132)/P/85?PART-I/1772 dated 21st Mar 1986.

Unfortunate to mention here that the Management and the Board of National Agriculture Cooperative Marketing Federation India Ltd. on 14 Feb 1995 entered into an irregular agreement with NHRDF and violated the conditions of allotment laid down in the para 7 and 8 in the above mentioned letter. Further they not only violated the terms and conditions of the allotment without prior sanction of the competent authority but also sublet the land to NHRDF. Out of all the exercises made it eventually turned out to be a loss making activity and was of no use. It again shows the malafide intentions of the then office bearer of the board and the authorities of NHRDF together. I will request the present board to constitute an inquire committee to investigate the matter or recommend an inquiry to be done by Central registrar for the above said matter. Further we woulod like to seek all the information regarding such other agreements if they exist -between NAFED and NHRDF since 14th Feb 1995 till date.
