In a major development in the National Cooperative Union of India (NCUI) elections, the Returning Officer has issued a supplementary voter list after accepting 10 fresh board resolutions submitted by member organisations.
The decision follows directions of the Cooperative Election Authority (CEA), which had allowed societies to submit fresh resolutions authorising their delegates till June 30.
The supplementary list was issued by Returning Officer and District Magistrate (South Delhi) Lakshay Singhal in compliance with the CEA’s order dated June 27.
According to the order, all 10 resolutions were received within the stipulated time and accepted after scrutiny. The authorised delegates have been included in the electoral college, subject to compliance with the provisions of the Multi-State Cooperative Societies Act, 2002, the MSCS Rules, 2002 and the respective societies’ bye-laws.
Among the key additions are Dhananjay Kumar Singh (U.P. Cooperative Union), K. Lalchamreia (Mizoram State Cooperative Union), Vishal Singh (National Cooperative Consumers’ Federation of India-NCCF), Bharat Bhushan Juyal (Haryana State Cooperative Apex Bank) and Deepak Kumar Chaurasia, National General Secretary of Sahakar Bharati, who has been authorised as the delegate of Bihar State Cooperative Marketing Union Ltd. (BISCOMAUN).
A significant change has also taken place in the National Federation of State Cooperative Banks Ltd. (NAFSCOB), where Administrator Subrata Kumar Nanda has replaced Managing Director B. Subrahmanyam as the authorised delegate.
The Multi-State Cooperative Societies constituency has also been strengthened with the inclusion of Gopal Singh Negi, Veer Pratap Singh, Dinesh Singh and Parmanhans Tripathi as delegates of their respective organisations.
The CEA had intervened after several member organisations alleged that their delegates were dropped from the final voter list despite being included in the provisional roll. Invoking the principles of natural justice, the Authority directed the Returning Officer to consider fresh board resolutions before finalising the electoral college.
Following the revision, polling for the NCUI Governing Council elections will now be held on July 18, while nominations will close on July 6, scrutiny will be conducted on July 7, withdrawal on July 8, and counting of votes on July 19.
With the addition of these 10 delegates, the NCUI electoral college has expanded, making the upcoming Governing Council elections more representative and setting the stage for a closely contested election.
