In a major development that could reshape the National Cooperative Union of India (NCUI) Governing Council elections, the Cooperative Election Authority (CEA) has postponed the polling from July 15 to July 18, while simultaneously opening a fresh window for delegates whose names were omitted from the final electoral roll.
The decision comes after several NCUI member organisations challenged the exclusion of their delegates from the final list of eligible voters published on June 25. They contended that although their delegates figured in the provisional electoral roll released on June 16, their names were dropped from the final list without being granted an opportunity of hearing.
Accepting these representations on the grounds of natural justice and the need to ensure free and fair elections, the CEA has directed the Returning Officer to accept fresh board resolutions and representations up to June 30. The Returning Officer has also been instructed to hear the affected parties, either physically or through video conferencing, before deciding whether their names should be restored.
If found eligible, the Returning Officer will publish a Supplementary List to the Final List of Members/Delegates Eligible to Vote on July 1, effectively giving excluded delegates a final opportunity to re-enter the electoral college before nominations are finalized.
To accommodate this additional exercise, the CEA has revised the election programme. The last date for filing nominations has been extended from July 1 to July 6, scrutiny will now be held on July 7, withdrawal of nominations on July 8, publication of the final list of contestants on the same day, polling on July 18 instead of July 15, and counting of votes on July 19.
Interestingly, the nomination process began as scheduled on Saturday despite the revised calendar. Several prominent cooperative leaders, many associated with Sahakar Bharati, were among the first to file their nomination papers.
Those who filed nominations on the opening day include D.N. Thakur from the Multi-State Cooperative
constituency; G H Amin, Sunil Khatri, Saurabh Sharma, Mangal Jeet Rai, Vinay Kumar Shahi, Pradeep Kumar, Jeena Postsangam, and Tippi Mohan Reddy from the constituency representing State Cooperative Unions and Union Territories; and Virendra Rana from the National Level Cooperative Federations constituency.
The CEA clarified that the revised schedule has been necessitated by the need to examine fresh representations and board resolutions submitted under Rule 19(H)(7) of the Multi-State Cooperative Societies Rules, 2002.
While the final electoral roll published on June 25 remains valid, eligible delegates whose claims are accepted by the Returning Officer will be added through a Supplementary List to be issued on July 1.
With the extension of the nomination period and the possibility of additional delegates being restored to the electoral college, the NCUI Governing Council election has entered a fresh and potentially more competitive phase.
