Following the computerisation and digital transformation of PACS, the Ministry of Cooperation has proposed a Draft Model Human Resource Policy for Primary Agricultural Credit Societies (PACS), Large Area Multi-Purpose Societies (LAMPS) and Farmers Service Societies (FSS), providing a structured framework for staffing, recruitment, remuneration, career progression, performance management and employee welfare.
A key feature of the draft policy is the classification of PACS according to business volume, based on the average of the last three years’ total credit and non-credit business. The societies have been placed in seven categories, from A+ to F, with corresponding minimum staffing norms.
PACS with business exceeding Rs 10 crore (A+) will have a minimum of seven employees, including a Secretary, Manager, Accountant/Assistant Executive, two Specialists and two Clerks/Data Entry Operators (DEOs). Societies with business of Rs 5-10 crore will have six employees, while those in the Rs 3-5 crore, Rs 1-3 crore and Rs 50 lakh-Rs 1 crore categories will have five, four and three employees respectively.
PACS with business of Rs 25-50 lakh and those up to Rs 25 lakh will have a minimum of two employees. Societies with business up to Rs 25 lakh may have a shared Secretary, subject to prescribed conditions, but total staffing cannot fall below two employees in line with the maker-checker principle.
The draft policy also links manpower expansion to business growth. Additional Clerks/DEOs, Specialists and managerial or accounting staff may be appointed when prescribed business thresholds are achieved. Such expansion must be backed by a financial roadmap demonstrating that salary and administrative costs can be met from PACS revenue within three years. Recruitment beyond prescribed norms will require approval from the District-Level PACS Committee (DLPC).
The draft seeks to make recruitment merit-based through written examinations and interviews, while providing additional weightage for recognised cooperative-sector qualifications. Recruitment may also be conducted through independent agencies or State-level recruitment bodies.
For remuneration, the draft provides three models, structured pay scales, fixed consolidated remuneration and performance-based variable pay, allowing States to adopt a suitable approach.
DLPCs will oversee staffing, recruitment, training, performance appraisal, service records, transfers, disciplinary matters, audit compliance and Business Development Plans, while State-Level PACS Committees (SLPCs) will provide state-level oversight and monitor compliance.
The draft framework also proposes a District-Level PACS Assistance Fund for financially stressed but viable societies, offering interest-free or soft loans linked to Business Development Plans and financial sustainability milestones.
The policy further provides for performance appraisal, incentives, career progression, employee welfare, retirement benefits, training and digital maintenance of service records through the e-PACS platform.
The draft framework, while allowing State-specific flexibility, is aimed at reducing ad-hoc staffing, addressing skill gaps and strengthening accountability to create a professional, digitally enabled and financially sustainable workforce across grassroots cooperative institutions.
