In a renewed push for structured international cooperation, NITI Aayog and Japan International Cooperation Agency (JICA) have signed the Record of Discussions (RoD) for Phase II of the “Japan–India Cooperative Actions Towards Sustainable Development Goals (SDGs)” initiative. The agreement reinforces a governance-based cooperative framework aimed at accelerating development outcomes in India’s Aspirational Districts and Blocks.
The signing took place in the presence of Rohit Kumar, Additional Secretary and Mission Director of the Aspirational Districts and Blocks Programme at NITI Aayog, and Takeuchi Takuro, Chief Representative of JICA India. Officials described the initiative as a model of institutional cooperation, where two governments jointly design, implement and monitor development strategies.
Unlike sectoral cooperatives in agriculture or dairy, the cooperative element in this project lies in bilateral institutional collaboration. The framework promotes shared planning, coordinated execution, and continuous knowledge exchange between India and Japan to localise SDGs at the grassroots level. Phase II builds upon earlier engagement and seeks to further strengthen monitoring systems, policy frameworks and administrative capacity in underserved regions.
The project will operate across six thematic areas-Global Partnership, Health and Nutrition, Education, Agriculture and Water Resources, Financial Inclusion and Skill Development, and Basic Infrastructure. Through structured cooperation, both sides aim to improve implementation systems and promote evidence-based governance at the district and block levels.
Key components include people-to-people exchanges, capacity-building programmes, Japan-India knowledge forums, and systematic identification and dissemination of best practices. Targeted technical support will be extended to select Aspirational Districts and Blocks to address specific developmental gaps through coordinated action.
Speaking on the occasion, officials highlighted that the cooperative framework enables pooling of institutional strengths, field experience and technical expertise. JICA representatives noted that India’s district-level monitoring architecture under the Aspirational Districts Programme has gained global recognition for its data-driven and outcome-oriented approach.
The signing of Phase II underscores a deepening India-Japan partnership rooted in cooperative governance. By combining shared accountability with structured collaboration, the initiative aims to accelerate progress towards achieving the SDGs by 2030, particularly in regions that require focused and sustained development support.
