The Office of the Central Registrar of Cooperative Societies (CRCS), under the Union Ministry of Cooperation, has taken a significant step toward decentralizing the regulatory framework for Multi-State Cooperative Societies (MSCSs) by establishing its first Regional Office in Pune.
The move is aimed at strengthening governance, improving compliance monitoring, and reducing the administrative burden on the CRCS Headquarters in New Delhi.

By bringing regulatory oversight closer to the grassroots, the initiative is expected to enable faster processing of proposals, more effective supervision, and improved grievance redressal mechanisms for MSCSs.
While decentralizing operations, the CRCS Headquarters will continue to retain all key statutory and quasi-judicial powers under the Multi-State Cooperative Societies Act, 2002. These include registration of societies, approval of bye-laws and amendments, dispute resolution, and winding-up proceedings.
However, several operational responsibilities have been delegated to the regional office to enhance efficiency and streamline processes.
The Pune office will play a crucial role in verifying documents and membership details for proposals related to new registrations, amendments, and conversions before forwarding them to the Headquarters for final approval. It will also scrutinize Annual Returns filed under Section 120 of the Act and conduct inspections and special audits under relevant provisions.
Additionally, the regional office will monitor compliance requirements such as timely conduct of Annual General Meetings (AGMs), board elections, and statutory audits. It will undertake preliminary inquiries into complaints and submit factual reports to the Headquarters for further action. The office will also handle complaints from members and stakeholders, process RTI applications, and assist in preparing inputs for parliamentary replies.
The office will further support the Cooperative Election Authority in conducting elections through field-level coordination and maintain close engagement with liquidators of societies under liquidation.
It will also carry out field verification of assets and records, organize awareness programmes, and act as a key link between the CRCS Headquarters and state-level Registrars of Cooperative Societies.
Located at Mutha Chambers on Senapati Bapat Road, the office is currently operating from a temporary premises at Agarkar Nagar due to ongoing renovations. Key officials posted include Deputy Registrar Mrs. Shilpa Kadu Bhadane and Senior Cooperative Officer Jagadeesha M.
This development reflects the government’s intent to make cooperative regulation more accessible, responsive, and efficient, especially as MSCSs expand across sectors such as credit, dairy, housing, and agriculture.
