Central Registrar takes action against Non-Compliant Co-ops

In a decisive move to enforce compliance among multi-state cooperative societies, the Central Registrar of Cooperative Societies (CRCS), under the Union Ministry of Cooperation, has ordered the winding up of Parivartan Urban Multi State Cooperative Credit Society Ltd., located in Majalgaon, Beed, Maharashtra, and issued a hearing notice to Max Multipurpose Cooperative Society Ltd., West Bengal.

The winding-up order against Parivartan Urban Multi State Cooperative Credit Society comes under Section 86 of the Multi-State Cooperative Societies Act, 2002. According to the official order signed by Rabindra Kumar Agarwal, Central Registrar of Cooperative Societies, multiple offences had been registered against the Society across Maharashtra. The Economic Offences Wing (EOW), Beed, reported 13 criminal cases and recommended the appointment of a liquidator or administrator.

A subsequent inspection by the Maharashtra Registrar of Cooperative Societies under Section 108 of the Act revealed that the Society’s head office had been closed for a long time, with records unavailable. Despite repeated notices, including one in December 2022 for non-filing of annual returns and another in July 2025 seeking objections to the proposed winding up, the Society failed to respond. Letters sent were returned undelivered with the remark “left addressee.”

After reviewing these developments, the Central Registrar appointed the Assistant Registrar of Cooperative Societies, Dharur Taluka, Beed, as the Liquidator under Section 89(1) of the Act. The liquidator has been instructed to carry out the liquidation process and submit quarterly status reports to the Central Registrar’s office.

Meanwhile, the CRCS has also issued a hearing notice to Max Multipurpose Cooperative Society Ltd., West Bengal, following complaints regarding non-repayment of deposits to investors. The notice requires the Chairman/Chief Executive to appear for a personal hearing via video conference on October 24, 2025, at 3:00 PM, along with all relevant documents.

The Society had earlier received complaints in 2015, forwarded with instructions to refund depositors. Despite a subsequent inspection request to the West Bengal Registrar of Cooperative Societies in 2016 under Section 108, the Society failed to comply and also did not file its mandatory annual returns under Section 120 of the Act. The notice warns that failure to appear will be treated as non-cooperation, and further legal action will follow under the Multi-State Cooperative Societies Act, 2002.

These actions signal the Union Ministry’s firm stance on accountability, transparency, and adherence to cooperative principles, emphasizing that non-compliance will not be tolerated in India’s cooperative sector.
