In a major development for India’s cooperative sector, the Cooperative Election Authority (CEA) under the Union Ministry of Cooperation has announced the election programme for the Governing Council and Office Bearers of the National Cooperative Union of India, with polling scheduled for July 15, 2026.

The election process for the country’s apex cooperative body had remained pending amid administrative and legal uncertainties. The CEA has appointed the District Magistrate, South Delhi, as the Returning Officer for the elections under the Multi-State Cooperative Societies (MSCS) Act, 2002.

The development gains significance as the tenure of the existing Governing Council ended on November 22, 2025, following which an Administrator was appointed under Section 123 of the MSCS Act for six months. NCUI’s amended bye-laws were later approved by the Central Registrar of Cooperative Societies in December 2025, revising the constituencies for the elections.

The matter subsequently reached the Supreme Court after petitions challenged certain aspects of the election process. In its interim order dated May 4, 2026, the Supreme Court observed that the election process should not be interdicted and permitted three newly formed national cooperative bodies, National Cooperative Export Limited, National Cooperative Organics Limited and Bharatiya Beej Sahakari Samiti Limited, to participate in the elections and cast their votes.

However, the Court directed that the votes of these three societies would be kept in a sealed cover and that the declaration of results would remain subject to further orders.

A Bench comprising Justice Pamidighantam Sri Narasimha and Justice Alok Aradhe also clarified that powers relating to the conduct of elections vest with the competent statutory authority and not the Administrator. The Court further directed the authority concerned to complete the entire election process by July 31, 2026.

As per the election schedule, the provisional voter list will be published on June 12 and the final list on June 25. Nominations for the Governing Council elections will be filed between June 27 and July 1, while polling, if required, will take place on July 15 and counting of votes will be held on July 16.

Under the amended bye-laws of NCUI, the 20 elected seats in the Governing Council have been divided among four constituencies, seven seats for State Cooperative Unions and UT Cooperative Unions, five for National Level Cooperative Societies/Federations, six for State Level Cooperative Federations/ Societies/ Associations, and two for Multi-State Cooperative Societies. Besides these, one nominee of the Central Government will also be part of the Council.

The elections are being closely watched as NCUI plays a key role in cooperative policy advocacy, education, training and coordination across the country.
