Nafed : Thakur writes to Singh fearing repeat of fund-misuse

The government nominee in NAFED Ashok Thakur has yet again blamed the ruling clique for ignoring his dissent and not making it part of the proceedings.

Thakur, on the other hand argues giving fund in the hands of those very people who ruined Nafed is not logical. As a government nominee this is his job to caution govt, he says.

Nafed is on the cusp of revitalization by the Modi govt. Thakur’s approach on the issue is being resented by several of the Board members.

He also charges the Board with ignoring his dissent. “They sent the resolution of the Board to the Minister saying it was “unanimously passed” while in truth this is not the case. I as well as Ranjit Pandey differed on certain points by submitting formal dissents”.

“Forced to the wall we had no option but to write a separate letter to the Union Agriculture Minister the copy of which I am attaching with this mail”- he wrote to Indian Cooperative.

Excerpts of Thakur’s letter to Minister

Hon’ble Radhamohan Singh ji,

Enclosed please find my dissent note in reference to the Agenda Item no. 11 & 12 of the meeting of the Board of directors held on 29th Mar 2016. The Agenda no. 11 (Copy attached) was not worthy of approval because many of the issues mentioned in the agenda are questionable and no satisfactory answer was provided in the debate. The following are the reasons of discontent.

  1. The properties mentioned are not owned by NAFED as the title and ownership of the properties does not belong to the NAFED. It is merely a subterfuge used to get the relief package.
  1. Further to get the exact pricing of the properties to be sold in the current scenario the government should constitute a committee to reach to a real valuation of the assets along with rechecking the authenticity of the chain of property documents.
  1. A full consortium of 8 banks has still not reached a consensus of an OTS amount of 478 crores to waive off the balance pending amount. So it eventually turns out to be a hefty amount still remaining unpaid towards lender and i am afraid to say this may cause embarrassment to the Government of India.
  1. People who are responsible for the financial crisis of NAFED are still on the board and on important committees like business , accounts and executive committees. Even recoveries are pending against them. Since I joined as the government nominee, the current dominant group made all the efforts keeping the government in the dark about all critical decisions especially where the Government money is involved.
  1. I am afraid all the concerns and dissents raised by me in the meeting are not being taken up as per the Bye-laws of NAFED and provision of the MSCS, Act 2002 and the rules thereon.

In view of the above it is therefore, requested that before taking any action on the proposal submitted by NAFED it would be prudent to ensure any further disbursement as help is not misused as was done during the tenure of the last government.
