Query of K Ramachandran

I am a member in a coop group housing society in Delhi. Recently MC has intention to extend the existing balconies in all flats and is approaching DDA for this

MC has raised a demand from members for this. Some members are not willing to pay the amount as they are not interested in extension of balconies

Mc is thinking of calling GBM for this and want to impose penal interest for nonpayment for this. As this is not an essential expense for the society can GBM impose such interest for non payment
