Normally it is difficult to monitor disproportionate water supply to flats in the same building which has a common supply line to all flats.

Instead of going for a direct sourcing of water from BMC it might be more feasible and less expensive solution is to file a complaint to your District Consumer Forum for deficiency is supplying basic utilities and also discrimination  qua rest of the mem bers who are supposed to be treated equally.

You can make a complaint yourself and argue before the Court your Self. The Court will ask the Society to file their replay giving copy of your complaint and give them 15 days time and no adjournment. So the whole thing can resolve in about 3-4 months. You do not need to engage a lawyer. This is a fact based hearing of complaint and no legal arguments are involved.

If you still prefer a direct line you will need an Architect to give you estimates of your capital one time expenditure which will mean a Storage Tank in your Flat. Pipeline  from BMC distribution point to your tank. The Pipe line will occupy some underground compound  space just for the benefit of a member which requires members to amend the bye laws as presently all common areas must be accessible to every member without any reservation for any one or a group of members alone. Amendment will go to the Deputy Registrar and he will ask for BMC permission before allowing this amendment and the BMC will not approve plan if at all, they can not do unless bye Laws are amended because one member has submitted a plan for exclusive use of compound. So you are in circle and may not get out at all.
