Is request for SGM by defaulters valid?

I have a question relating to meeting being convened by requisition of members.  The Society is registered under the MCS Act in 2003 and located in Mumbai.  The Society has 153 members and has adopted the latest by-laws.

About 44 persons have signed and filed a requisition with the MC requesting for a SGM.  However, majority of the signatories are defaulters (who have not paid their maintenance dues) or are tenants or neighbours of members (who have signed under instructions from the members who do not stay in the Society).  Is the MC required to consider such request and convene the SGM or can the MC reject the requisition as invalid?  Please do advise.
