Can a committee whose 5 year tenure has expired pass resolutions for financial matters like major repair, refund of deposit (EMD), in SGM?

Yes. This Committee is no different from a Committee in office during 5 years. It has been given recognition as a Committee in office under the same statute which has done so for 5 years. Sub-Section (4) of Section 166 reads as under:
“the committees of which the elections become due after the 31st March 2013,shall continue till the elections to such societies are held under the provisions of this Act ”
There is nothing said here about change in the powers of such committee on extension.
