Winding up of IPCL ordered; Liquidator appointed

In a significant action against a Multi-State Cooperative Society, the Central Registrar of Cooperative Societies (CRCS) has ordered the winding up of Indian Project and Construction Cooperative Ltd. (IPCL), registered in Ghaziabad, Uttar Pradesh, citing multiple violations of the Multi-State Cooperative Societies Act, 2002.

The action follows complaints that despite receiving Rs 37.5 lakh in 2019 from the MPLADS funds of former MP Raj Babbar for the construction of eight roads in Dehradun, the works remained incomplete.

Repeated notices issued by the CRCS reportedly went unanswered, while inspection efforts revealed that the society was not functioning from its registered address.

The Registrar also noted that IPCL had failed to file mandatory annual returns and was found to be in violation of naming and operational norms prescribed under the MSCS Act and Rules.

Exercising powers under Section 86 of the Act, Central Registrar Anand Kumar Jha ordered the society’s winding up and appointed the Deputy Commissioner & Deputy Registrar/Joint Registrar, Cooperation, Meerut Division, as the liquidator to oversee the process.
