Uttarakhand: No elections in co-ops; Minister blamed

As the terms of DCCBs falling in Garhwal Mandal ended on 4th December, RoC Alok Kumar Pandey has issued an order for appointing Chief Development Officers of the districts as the administrators. These are Dehradun DCCB, Haridwar DCCB, Uttarkashi DCCB, Chamoli DCCB, Tehri DCCB and Kotdwar DCCB.

It bears recall that since the term of DCCBs falling under Kumaon Mandal will end by 10th December, thus, the order related to them would come later.

The order on the DCCBs of Garhwal was released on Monday. A copy of the same is with the Indian Cooperative.

It reads that the tenure of the board of directors of these three DCCBs has completed on Monday and it is necessary to appoint administrators in the said banks for their smooth functioning.

“It will be the responsibility of the appointed administrators to conduct the election for reconstitution of the Management Committee of the banks within six months from the date of their appointment as per the provisions specified in the Act, the rules made thereunder and the bye-laws of the banks”, the order copy reads.

Meanwhile, co-operators blamed the state cooperative department led by Dr Dhan Singh Rawat for delaying the election of the cooperative societies in the state. Despite several reminders and letters about the elections in PACCs, DCCBs and others, elections are not being held.

A few PACS of the state have also filed the case in the high court of Uttarakhand in regard to the election and the judgment is being awaited.
