The Central Government has appointed Shiv Pal Singh, a 1997-batch Indian Forest Service (IFoS) officer of the Uttar Pradesh cadre, as Joint Secretary in the Ministry of Cooperation.
According to an official order, his appointment will take effect from the date of assumption of charge and will continue for an overall tenure of seven years up to March 15, 2029, or until further orders, whichever is earlier. He succeeds Siddharth Jain.
Shiv Pal Singh holds a Bachelor’s degree in Mechanical Engineering and a Master’s degree in Thermal Engineering from Indian Institute of Technology Delhi. He has also studied public policy at University of California, Berkeley.
During his career, Singh has handled forest and wildlife management, enforcement and administration in Uttar Pradesh.
He also served as Special Secretary in the state Tourism Department and Managing Director of the UP State Tourism Development Corporation. He has experience in implementing externally aided projects funded by agencies such as JICA, the World Bank and GEF.
At the Centre, he worked in the Ministry of Environment, Forest and Climate Change, where he handled the wildlife portfolio, including the National Tiger Conservation Authority and Forest Conservation Division.
He also served in the Ministry of Housing and Urban Affairs, managing the Atal Mission for Rejuvenation and Urban Transformation (AMRUT).
