The Office of the Cooperative Ombudsman has advised all members and depositors of Steel Authority of India Employees’ Cooperative Credit Society Ltd. to submit their refund claims directly to the Liquidator, following the winding-up of the multi-state cooperative society.
In a circular issued, the Ombudsman’s office said that the Central Registrar of Cooperative Societies (CRCS) had, through an order dated June 12, 2026, directed the winding up of the Kolkata-based society under Section 89(1) of the Multi-State Cooperative Societies Act, 2002. The Cooperative Development Officer, Cooperation Directorate, Kolkata Range, West Bengal, has been appointed as the Liquidator.
The circular recalled that the Cooperative Ombudsman had, in an order dated February 17, 2025, directed the society to settle all refund claims of members within 15 days of receiving complaints or claims. However, with the appointment of the Liquidator, the legal position has now changed.
Citing Rule 30G(2)(a) of the MSCS Rules, 2002, the Ombudsman’s office clarified that complaints cannot be entertained by the Ombudsman if the matter is already before another authority, including the Central Registrar.
Since the liquidation process is now underway, all refund-related claims will be handled by the Liquidator. The Ombudsman’s office has therefore urged depositors to file their complaints and claims with the Liquidator instead of approaching the Ombudsman.
