Union Home and Cooperation Minister Amit Shah on Wednesday informed the Rajya Sabha that irregularities were detected in two Primary Agricultural Cooperative Credit Societies (PACCS) in Tamil Nadu during inspections, and recovery as well as disciplinary action has been initiated.
In a written reply, the Minister said that at T. Ganapathipalayam PACCS in Modakurichi Block, irregularities amounting to Rs 61.97 lakh were detected in jewel loans, medium-term loans and Joint Liability Group (JLG) loans. An inspection was conducted under Section 81 of the Tamil Nadu Cooperative Societies Act, 1983, and the entire misappropriated amount has been fully recovered. Disciplinary proceedings and criminal action against the persons involved are in progress.
At Unjalur PACCS in Kodumudi Block, irregularities amounting to Rs 47.62 lakh were detected in KCC crop loans, medium-term loans, other loans and savings accounts. Of this, Rs 17.94 lakh has been recovered, while action is underway to recover the remaining amount. Disciplinary, criminal and surcharge proceedings have been initiated.
The Minister said audit compliance falls under the purview of the State Government. He added that PACS computerisation is being regularly reviewed by the Ministry, and the ePACS software will enable real-time monitoring, financial reporting and on-system audits to enhance transparency.
