23 States/UTs have adopted Model byelaws for PACS

Replying on the standing committee recommendations on the matter of adoption of bye-laws by PACS be taken up with States / UTs on priority basis so as to facilitate early adoption of the Model bye-laws by PACS, the Ministry of Cooperation replied that presently, model bye- laws have been adopted by 20 States/UTs & existing Bye laws of 3 States/UTs are already in line with the model byelaws prepared by the Ministry.

It further reads, “Adoption of the model bye – laws is under process in the remaining States/UTs. Model bye-laws for Primary Agricultural Credit Societies (PACS) / Large Area MultiPurpose Societies (LAMPS) have been prepared by the Ministry of Cooperation in consultation with all stakeholders concerned, including State Governments”.

“The model bye-laws will enable PACS to undertake more than 25 business activities, including dairy, fisheries, godowns, LPG/ Petrol/ Diesel Distributorship, Common Service Centers (CSC), banking correspondents, etc. They will also improve the operational efficiency, transparency and accountability of PACS. Further, provisions have also been made to ensure a wider and more diversified membership in PACS”, the reply added.

The reply asserted that the model bye-laws were circulated to all the States/ UTs on 05.01.2023 for adoption as per respective State Co-operative Acts.
