Ministry registers over 10,000 New M-PACS in Three Years

Union Home and Cooperation Minister Amit Shah informed the Lok Sabha that 10,225 new Multipurpose Primary Agricultural Credit Societies (M-PACS) have been registered across the country since the Government approved a nationwide expansion plan on February 15, 2023 to establish multipurpose PACS, dairy and fisheries cooperative societies in every Panchayat and village.

In a written reply, Shah said the newly registered M-PACS have together enrolled 27.79 lakh members, significantly expanding the grassroots cooperative network.

According to the National Cooperative Database (NCD), as on July 15, 2026, India has 1,12,895 Primary Agricultural Credit Societies (PACS), of which 1,07,457 are functional.

Among the states, Rajasthan leads with 2,003 newly registered M-PACS, followed by Odisha (1,539), Uttar Pradesh (1,364), Madhya Pradesh (680) and Gujarat (662). Several North-Eastern states, including Assam, Meghalaya and Arunachal Pradesh, have also recorded notable progress.

The initiative forms a key part of the Ministry of Cooperation’s strategy to strengthen the cooperative movement by ensuring wider access to credit, dairy, fisheries and other rural economic activities through multipurpose cooperative institutions.
