Shiv Pal Singh, a 1997-batch Indian Forest Service (IFoS) officer of the Uttar Pradesh cadre, has assumed charge as the Central Registrar of Cooperative Societies (CRCS) under the Ministry of Cooperation.
He is currently serving as Joint Secretary in the Ministry, a position to which he was appointed for an overall tenure up to March 15, 2029. As CRCS, Singh will be responsible for the registration, regulation and governance of Multi-State Cooperative Societies under the Multi-State Cooperative Societies Act.
An IIT Delhi alumnus, Singh holds a Bachelor’s degree in Mechanical Engineering and a Master’s degree in Thermal Engineering. He has also pursued studies in public policy at the University of California, Berkeley.
Before joining the Ministry of Cooperation, Singh held several key positions in both the Central and Uttar Pradesh governments.
His career spans forest and wildlife management, public administration, tourism and urban development. He served as Special Secretary in Uttar Pradesh’s Tourism Department, Managing Director of the UP State Tourism Development Corporation, and later worked in the Ministries of Environment, Forest and Climate Change and Housing and Urban Affairs, contributing to wildlife conservation and the implementation of the AMRUT Mission.
