The Ministry of Cooperation has reported significant progress in the nationwide computerisation of Primary Agricultural Credit Societies (PACS). It has been revealed that 89% of the required hardware has been delivered, and 71% of PACS have completed the day-end process, a key milestone in the transition towards digital banking operations.
In addition, 25% of PACS have successfully completed on-system audits. The top-performing states in both day-end processing and on-system audits include Madhya Pradesh, Chhattisgarh, Jammu & Kashmir, Ladakh, Bihar, Jharkhand, and Tripura.
So far, PACS across India have recorded over 18.59 crore digital transactions, indicating a significant shift towards technology-driven rural credit delivery. In terms of transaction volume, the top five states are Rajasthan, Tamil Nadu, Madhya Pradesh, Chhattisgarh, and Uttarakhand.
As per directives issued by the Ministry, states are expected to ensure completion of on-system audits by October 2025. Furthermore, all PACS have been mandated to perform daily transactions and disburse crop loans exclusively through ERP (Enterprise Resource Planning) software, to promote digital uniformity and enhance record-keeping.
To expand their role in rural development, PACS have also been instructed to undertake at least three additional functions, such as operating PMKSK (Pradhan Mantri Kisan Samridhi Kendras), CSCs (Common Service Centres), or PMJAK (Pradhan Mantri Jan Aushadhi Kendras).
State-specific action points have also been communicated. Uttar Pradesh has been directed to complete the procurement of pending hardware, while West Bengal, Andhra Pradesh, Haryana, Telangana, Meghalaya, and Gujarat have been urged to expedite online audits.
In addition, all states have been requested to accelerate human resource (HR) appointments necessary for the effective rollout of PACS reforms. Odisha, in particular, has been asked to expedite the process of computerization.
