The Ministry of Cooperation has restored the CRCS-Sahara Refund Portal, enabling the resumption of verification and processing of pending refund claims submitted by genuine depositors of Sahara Group’s cooperative societies.

“The restoration comes as the government continues its efforts to safeguard the interests of cooperative members and depositors under the broader vision of ‘Sahakar se Samriddhi’. The refund mechanism is being implemented by the Central Registrar of Cooperative Societies (CRCS) in accordance with the directions of the Supreme Court issued on March 29, 2023”, claims a govt release.

So far, Rs 9,267 crore has been refunded to 41,56,711 depositors, with the money transferred directly into their Aadhaar-seeded bank accounts. Around 20 lakh applications are still pending processing. With the portal operational again, verification and settlement of these claims have resumed.

The refund mechanism had faced disruption after the premises of the Sahara cooperative societies were sealed in November 2025 in connection with matters unrelated to the societies. At the same time, the societies encountered several operational and administrative difficulties.

These included pending payments relating to hardware and Annual Maintenance Contracts, renewal of essential IT infrastructure and software licences, as well as human-resource and other administrative constraints. The combined impact of these issues affected the systems required for verification and processing of depositor claims.

The Ministry of Cooperation subsequently stepped in to address the administrative, financial, technological and operational bottlenecks. In coordination with stakeholders, including officials and authorities of the Uttar Pradesh Government, the CRCS worked to restore essential infrastructure, systems and administrative functioning.

The revived mechanism will facilitate processing of legitimate dues relating to four Sahara Group cooperative societies — Sahara Credit Cooperative Society Ltd., Lucknow; Saharayn Universal Multipurpose Society Ltd., Bhopal; Humara India Credit Cooperative Society Ltd., Kolkata; and Stars Multipurpose Cooperative Society Ltd., Hyderabad.

The refund exercise is being conducted through a digital, paperless and verification-based system. The CRCS-Sahara Refund Portal, originally launched on July 18, 2023, allows depositors to submit claims online without physical paperwork and provides a digital trail throughout the process.

Claims are subjected to Aadhaar e-KYC and cross-verification of depositor, membership and bank-account details with information supplied by the respective cooperative societies. Deposit certificates, receipts and other prescribed documents are examined in accordance with the Standard Operating Procedure approved under the Supreme Court-monitored mechanism.

Only after successful verification are eligible amounts credited directly to the depositor’s Aadhaar-seeded bank account. The system is designed to ensure that refunds reach genuine and eligible claimants while reducing the scope for fraudulent or duplicate claims.

The Ministry and CRCS have also undertaken measures to strengthen IT infrastructure, renew essential licences and systems, resolve operational bottlenecks and address administrative and manpower requirements.

Depositors have been advised to use only the official CRCS-Sahara Refund Portal for fresh claims and the designated resubmission portal for correction of errors when required. Following the prescribed procedure and document requirements will help expedite verification and protect depositors from unauthorised intermediaries and misleading claims.
