Latur MSCS Challenges Ombudsman order before Central Registrar

CRCS Orders Evidence Exchange in Latur-Rajlaxmi FD Dispute

The Ministry of Cooperation’s Appellate Authority and Central Registrar of Cooperative Societies (CRCS) has begun hearing an appeal filed by Latur Multi State Cooperative Credit Society Ltd., Maharashtra, challenging a Cooperative Ombudsman order directing it to repay a fixed deposit along with applicable interest to Rajlaxmi Multi State Credit Cooperative Society Ltd., Yavatmal.

The appeal, filed under Section 85A(3) of the Multi-State Cooperative Societies Act, 2002, challenges the Cooperative Ombudsman’s order dated October 3, 2025, which directed the Latur-based society to pay the outstanding fixed deposit amount along with applicable interest within 30 days.

The matter came up for hearing before Shiv Pal Singh, Appellate Authority and Central Registrar of Cooperative Societies, on July 21, 2026. During the hearing, the appellant society argued that the balance amount of the fixed deposit had been withheld due to contractual commitments and mutual arrangements between the two cooperative societies. The respondent society contested these claims.

Taking note of the appellant’s reliance on contractual arrangements, the Appellate Authority observed that these claims must be supported by documentary evidence before the appeal can be decided on merits.

In an interim order dated Monday, the Authority directed Latur Multi State Cooperative Credit Society Ltd. to file detailed written submissions, along with all supporting documents and evidence, within 15 days. The society has also been instructed to simultaneously serve copies of its submissions on the respondent.

The respondent, Rajlaxmi Multi State Credit Cooperative Society Ltd., has been granted 15 days from the receipt of the appellant’s submissions to file its written reply, along with supporting documents, after serving an advance copy on the appellant.

The Appellate Authority clarified that after completion of the exchange of pleadings, the matter will be listed for final hearing, with the date and time to be communicated separately to both parties.

The interim order makes it clear that the Appellate Authority will examine the contractual arrangements and supporting documents submitted by both parties before deciding the appeal against the Cooperative Ombudsman’s order.
