NCUI’s Project Staffs’ woes: An open letter

We place before audience the letter received umpteen times by Indian Cooperative desk. No word has been altered and the charges of field officers are being put up on the open platform. We have also taken NCUI President’s version on the issue which would be displayed tomorrow -Editor

Respected Sir,

We, the Employees of NCUI- Co-operative Education Field Projects are submitting the following grievances for your kind consideration.

1. According to the NCUI , the Ministry is not giving Fund to settle the increments, DA, 6th Pay and all other service benefits of the Project staff It is a lie being spread by the NCUI because the Ministry has given 100 % grant to the NCUI Field Project in the 10th and 11th plan. In the 12th plan it is changed to 50:50 ratio. The NCUI has misappropriated the ministry grant. The details of grants sanctioned by the Ministry are enclosed.

2.The NCUI collected Affidavit from the Project employees to restructure the salary . The NCUI has not yet restructured the salary of project Staff.

3.The Corpus fund of Rs. 100 crores given by the Ministry of Agriculture and Cooperation to NCUI for the NCUI Field Projects and NCCT.

The NCUI did not consider the NCUI Project under the Corpus Fund. It is the violation of MOU between the Ministry and the NCUI.

4.As per the appointment order, the Project employees are eligible to get all the benefits that are availed by the NCUI Head Office Employees subject to the continuation of the Central Sector Scheme of Field Project.

Still the Central Sector Scheme is continuing. So the Project employees are eligible to get all the Service Benefits that are given to the NCUI Head Office Employees from 2005 onwards.

5.Freezing of Increments , DA and other benefits of the Project staff:. It is against the Service rules of Employees. According to service rules a person appointed on scale of pay cannot be changed as consolidated pay without genuine reasons. The NCUI violated the Service rules.

6.The retirement age of the Project Staff: According to the NCUI Notification dated 20-6-2007 “an employee shall retire from the service of NCUI Cooperative Education Field Project at the age of 58 years as per the 5th pay commission. It may be raised to 60 years as it is for the NCUI Head Office Employees ( circular enclosed)

7.Reasons for the Salary Problem of Project Staff: The Officials of the NCUI are not submitting details like expenditure statement, Budget proposals, Utilisation Certificate of Grant given by the Ministry and Reports and achievements of the Field Projects to the Ministry on time. They are also not demanding fund for the Salary of the Field Project Employees according to variations of (increments, DA) Salary. The Chief Executive is not offering necessary information on the problems of the NCUI Project Staff in the Governing Council Meeting as an item on agenda. That is why the President and most of the Governing Council members are not aware of the exact financial problems of the Project staff.

8.According to the Ministry, they are ready to settle the salary problem of the NCUI Project Staff. In the last year , the Ministry sanctioned 2 crores and 40 lakhs rupees for the NCUI Project. But the NCUI Chief Executive is not interested in not using the fund to settle the salary problem of the Project staff . He is telling the President and other Governing Council members that the Ministry is not ready to give the fund for the NCUI Project but it is a blatant lie. Hence we may urge the Governing Council to conduct an enquiry into the matter and direct the Chief Executive to submit the details to the Ministry and settle the problems.

9.Extension Order of Project Staff: Instead of sending 3 months extension order, withdraw the show cause notice and send Permanent Appointment order to the NCUI Project staff.
