NCUI joins hands with CSC to boost village level entrepreneurs

NCUI has signed a Memorandum of Understanding with CSC-Ë-Governance India Services to conduct Management Development Program on “Cooperative Management” for Village Level Entrepreneurs.

Common Service Centre is an initiative of the Ministry of Electronics & IT, Government of India. CSCs are the access points for delivery of various electronic services to villages in India, thereby contributing to a digitally and financially inclusive society.

At present, there are about 2.75 lakhs of these centers all over the country covering all Gram Panchayats. CSC e-Governance Services India is a Special Purpose Vehicle (CSC SPV) incorporated under the Companies Act, 1956 by the Ministry of Electronics and Information Technology, Government of India, to monitor the implementation of the Common Service Centers Scheme.

The key stakeholder of the CSC scheme is the Village Level Entrepreneur (VLE) and they are known as CSC operators.

A network of 2.70 lakh VLEs, of which 1.63 lakh are in Gram Panchayats actively providing various online public utility and financial services to citizens, quality healthcare, apart from boosting entrepreneurship and employment in villages and smaller towns across the country.

The VLE, with strong entrepreneurial capability, sustains the CSC scheme. A good VLE not only has strong entrepreneurial traits and social commitment but also financial stability, he/she commands credibility and respect in the community.

Now, these VLEs are being mobilized into forming multi-purpose cooperative societies. 300 primary multi-purpose cooperative societies have already been registered all over the country (about 400 more are in the pipeline) under the CSC Scheme.

The first such program was conducted at NCCE, New Delhi from 13-15 November, 2019 with 40 VLEs from Uttar Pradesh. They were trained on topics like cooperative values & principles, cooperative management, conducting various types of meetings, cooperative societies act, digitalization of a cooperative society, financial management of a cooperative society, diversification of business, government schemes for cooperatives etc.

Dr. Dinesh Tyagi, CEO, CSC E-Governance India Services addressed the participants on the 2nd day of the program and urged them to learn the ropes of cooperative management so that the newly-formed societies may run smoothly and are able to comply with the rules and regulations. A small evaluation test was also conducted on the last day to adjudge the knowledge gained by the participants.

All participants felt that this program is just the first step and wanted more such programs to be held to enable them to manage their cooperative societies efficiently and effectively.

Two such programs are scheduled to be conducted in the last week of November and 2 more in December. The program was conducted by Mrs. Sandhya Kapoor, Dy. Director, NCCE.
