NCUI President Chandra Pal Singh Yadav has refused to revive the DPC conducted some time ago to promote a few members of the staff to higher positions. Yadav has asked the Chief Executive N Satayanarayan to move ahead of the matter.
The DPC proceedings became controversial as several employees called Indian Cooperative complaining about attempts to back-date the proceedings. A cornered Satyanarayan decided to take on board the President’s opinion who outright rejected the dubious idea, a source privy to the developments told Indian Cooperative.
Among others two important officials whose fate was to be decided included Ved Prakash Setia and Savitri Singh. While Setia is the PS to President and is said to wield considerable influence, Savitri is on deputation to ICA A-P office. Efforts to bring her back to the parent organization (NCUI) by several CEs have failed in the past, a source informed Indian Cooperative.
Among charges against the DPC proceedings was the issue of excluding deserving candidates and narrowing down the whole exercise to the benefit of just a few-agitated people. They have welcomed President’s move and felt justice has been done at last.
Reader would recall Indian Cooperative report last week which detailed how one of the candidates tried to influence the external experts and put pressure on them to sign the proceedings on a backdate.
Mr Puniya and Mr B K Mishra from NBCFDC and Fishcopfed respectively were the two external experts on the DPC. The third one from NCDC could not attend the meeting.
One of the experts, on condition of anonymity did admit that he had received phone calls asking him to put signature on a back date. But it was not from the CE or any of the designated officials. The phone call was made by one of the candidates whose promotion is due, he added.
A challenge indeed is staring in the face of the DPC after the GC resolution allowing in-house candidates to be considered for promotion from the Direct Recruitment quota if they are found fit for the job.
