The cases in cooperative sector are not being resolved within time frame and the matters hang fire as if there is eternity with the ministry to go.For a system to have peoples’ faith, it is necessary that people get justice quick and soon.Is Sharad Pawar listening? A few cases in point are given below.
The arbitration case of NCUI election is dragging for long with little progress. Three cases are pending with Central Registrar. One is Rajendra Sharma vs Dr Chandra Pal Singh, second is Ranjit Singh vs GH Amin and others and the third one is Deepak Singh vs NCUI and others.
The office of Central Registrar R K Tiwary is simply not able to keep pace with the litigations piling up in the cooperative sector. The arbitrator that he appoints to settle the matter leave the whole exercise midway at his own sweet will.
Sanjeev Gupta, Joint Secretary in the agriculture ministry was appointed arbitrator on 8.9.2010. First, he did not start the process citing lack of staff and space. Later after 9 months on 6.6.2011, he said that “he is not in a position to continue the arbitration proceedings in the aforesaid dispute”.
But would the Central Registrar ask why did he take 9 long months to come to this conclusion? Is delay of justice not denial of justice?
Now the central Registrar has appointed E K Manjhi, Joint Secretary in Agriculture Ministry as the next arbitrator. Let us see if he goes ahead with the arbitration proceedings or inform of his inability after 6 months!
Mr Manjhi has at least started the process. The first date of the proceedings has passed in the case of Rajendra Sharma vs Dr Chandra Pal Singh last week. Rajendra Sharma who is a journalist in the state of Himachal had appeared but no headway has been achieved. NCUI President Chandra Pal Singh was represented by his advocate.
