Uttar Pradesh’s cooperative sector has reported remarkable progress through two major initiatives-the M-PACS Membership Mega Campaign 2025 and the District Cooperative Banks (DCBs) Deposit Mobilisation Drive. Together, these programmes reflect the growing strength and public trust in the state’s cooperative institutions.
A review meeting of the M-PACS Membership Mega Campaign 2025 was held virtually under the chairmanship of J.P.S. Rathore, Minister for Cooperation, Government of Uttar Pradesh, on Tuesday. Cooperation Secretary Saurabh Babu, RCS Anil Kumar, PSU MD Shrikant Goswami, UP StCB MD Rajesh Kumar Kulshreshtha, and other senior officials attended the meeting.
During the meeting, it was decided to extend the campaign till November 15, 2025, instead of the earlier deadline of October 31, 2025.
As of October 28, 2025, the campaign has achieved impressive progress. A total of 14,03,992 new members have been enrolled, while Rs 29.91 crore has been mobilised as share capital. In addition, 1.62 lakh PM-Kisan beneficiaries have joined as M-PACS members, and 57,289 members have registered through the online mode.
According to state-level reports, the divisions of Lucknow, Bareilly, Gorakhpur, Meerut, and Moradabad have emerged as the top performers in total membership. Meanwhile, Meerut, Bareilly, Saharanpur, Moradabad, and Gorakhpur have led in average members per M-PACS.
The divisions of Azamgarh, Varanasi, and Basti have been identified for improvement. Among the top-performing districts are Maharajganj, Shahjahanpur, Unnao, Bulandshahr, and Prayagraj. Maharajganj also topped in online membership, with over 10,000 digital enrolments.
Parallel to this membership drive, District Cooperative Banks across Uttar Pradesh have also shown strong progress in account opening and deposit mobilisation. As of October 28, 2025, DCBs collectively opened 1,55,013 new accounts, including 97,057 savings, 2,396 current, 47,634 recurring, and 7,926 fixed deposit accounts.
The total number of new members added stood at 52,262, while total deposits mobilised reached Rs 321.33 crore. Among the top-performing DCBs, Meerut led with Rs 94.50 crore in total deposits, followed by Moradabad (Rs 31.17 crore), Ghaziabad (Rs 28.74 crore), Kheri (Rs 20.27 crore), and Saharanpur (Rs 18.66 crore). Smaller districts such as Deoria, Bijnor, and Muzaffarnagar also recorded encouraging figures, reflecting the cooperative sector’s growing reach in semi-urban and rural areas.
The campaign has been widely appreciated for its digital integration, which has enhanced transparency, accountability, and accessibility for rural members.
Minister Rathore commended the dedicated efforts of cooperative department officials and field-level teams, urging them to maintain momentum and achieve the full membership target by the extended deadline.
Officials noted that both initiatives- M-PACS membership expansion and DCB deposit mobilization-highlight the cooperative sector’s increasing role in financial inclusion, rural empowerment, and digital transformation across Uttar Pradesh.
It may be recalled that the campaign, launched on September 12, 2025, by Murlidhar Mohol, Union Minister of State for Civil Aviation and Cooperation, Government of India, is being implemented across the state from September 12 to November 15, 2025. It aims to strengthen grassroots cooperative institutions by expanding the membership of Primary Agricultural Credit Societies (M-PACS) through a digital, transparent, and simplified process.
