NCUI elections to follow Gazette Notification: President

Reacting to the Gazette Notification which makes it mandatory for a multistate co-op society to choose a Returning Officer from an approved panel, NCUI President said that the ensuing elections of NCUI would follow the notification.

Talking to Indian Cooperative, Dr Chandra Pal Singh Yadav said that the Notification makes it clear that its directive would not be implementable on those cases where elections were announced before the Notification was published.

In reference to Kribhco, Chandra Pal said Mr B B Srivastava, retired Secretary from the govt of India was announced to be the returning Officer much before the publication of the notification. “To tell you the truth the Kribhco election is on the verge of completion as preparation of the voter list and constitution of the RGB were done a long time ago”, underlined Chandra Pal who is also the Chairman of the outgoing board of Kribhco.

While Yadav is not seeking re-election as President in NCUI (MSCS Act bars third-time re-election as President), he is a candidate in the Kribhco election. While Kribhco is in the last leg of election, NCUI has yet to decide on the date and name of Returning Officer.

It bears recall the notification published in the Gazette of India, dated 2nd December says that in exercise of the powers conferred by section 124 of the Multi-State Cooperative Societies Act, 2002), the Central Government has amended the MSCS 2002, in which “the Board shall appoint a Returning Officer from the panel of designated officials appointed by the Central Registrar.”

There are many who believe that some BJP co-operators have worked overtime to dent the clout of the outgoing President of NCUI Dr Chandra Pal Singh Yadav by getting this notification issued. “He cannot have the man of his choice at the helm of apex co-op body”, they feel.
