The Office of the Central Registrar of Cooperative Societies (CRCS) has issued a notice to Nagpur-based Nirmal Ujjwal Credit Cooperative Society Ltd over alleged financial irregularities and non-compliance with statutory filing requirements.
The notice was issued on Wednesday following observations made during an ongoing investigation into the society’s operations.
The action comes after the Bombay High Court Nagpur Bench, in its order dated March 24, 2026, while hearing multiple criminal writ petitions, referred to findings of a Special Investigation Team (SIT) probing the matter. The court observed that the investigation so far indicates the possible involvement of certain office bearers of the society in financial irregularities.
According to the findings cited in the notice, the SIT has observed prima facie evidence suggesting siphoning and misappropriation of society funds by the then secretary, Pramod Manmode.
The investigation indicates that he allegedly established a partnership firm named PNG Corporation and sanctioned loans to staff members, which were subsequently transferred to the firm. The society also reportedly granted loans to employees of PNG Corporation, with the disbursed funds ultimately routed to the same entity.
The SIT further noted that several loans disbursed between 2020 and 2025 remain unpaid. In addition, the former secretary is reported to have availed a personal loan of about Rs 3.75 crore, with the outstanding amount now rising to nearly Rs 10 crore. The notice pointed out that the society has not taken adequate steps to recover these dues.
Separately, the CRCS also found that the annual returns filed by the society for the financial years 2022–23, 2023–24, and 2024–25 on its portal were incomplete.
Mandatory documents such as the auditor’s report and the complete set of financial statements, along with annexures and notes to accounts, were not attached, as required under Section 120 of the Multi-State Cooperative Societies Act, 2002.
The Chairman or Chief Executive Officer of the society has been directed to submit a detailed explanation and file complete annual returns within seven days of the notice.
The Office of the CRCS has warned that failure to comply may lead to appropriate action under the provisions of the Act and the rules framed thereunder.
