JPC finalizes its Report on MSCS (Amend) Bill; to be placed in House

JPC recommendations to be submitted in House in 1-2 days

The Joint Parliamentary Committee tasked with reviewing the MSCS Amendment Bill, 2022 has finalized the Draft based on the recommendations, prepared after widespread consultations. The JPC Report is likely to be placed in the House any time, said C.P.Joshi the Chairman of the Committee while talking to the Indian Cooperative.

Though Joshi refused to share the details of JPC recommendations, the Indian Cooperative has gathered that out of several JPCs constituted in the last session, the one headed by Joshi has been the first to be ready with its report.

Announcing details of the meeting, the official twitter handle of Lok Sabha wrote, “The Joint Committee on the Multi-State Co-operative Societies (Amendment) Bill, 2022 met today under Chairmanship of Shri @cpjoshiBJP, MP to consider and adopt its draft report on the Bill”.

JPC had one last meeting on Monday at the committee room of the Parliament House Annexe Extension to give the finishing touches to the Final Draft. The report will be submitted in a few days, sources added.

The agenda of the Monday meeting was to consider and adopt its draft report on the bill. The meeting was presided over by the Chittorgarh MP C P Joshi, which was attended by the members from both the houses i.e. Lok Sabha and Rajya Sabha.

Soon after the meeting, talking to the Indian Cooperative Joshi said, “We have received the nod from all the members of the JPC committee on the report and it has been prepared. We will submit it within one or two days and meet the deadline to submit the report to this House by the last day of the first week of the second part of the Budget Session, 2023”.

“We had met the representatives of different multi state cooperatives including IFFCO, Kribhco, Nafed, NCCF and others for their reaction. You will come to know about the JPC recommendations in a few days”, said Joshi while replying to a query raised by this correspondent.

Soon after the constitution of the JPC, it invited co-operators from across sectors to know their views on the MSCS Amendment Bill, 2022. Top leaders including NCUI Chairman Dileep Sanghani met the JPC Chairman voicing their concerns on the Amendment Bill.

It bears recalling that when the bill was introduced in the Lok Sabha on 7th December 2022, several opposition party leaders opposed the bill and called it anti-cooperative. Bowing to members’ demand, Union Cooperation Minister Amit Shah announced formation of the Joint Parliamentary Committee headed by C P Joshi.

The Bill aims to make the governance of multi-State Cooperative societies more democratic, transparent and accountable, provisions for the setting up of the Cooperative Election Authority, Cooperative Information Officer, Cooperative Ombudsman, etc. have been proposed in the Bill.

To promote equity and facilitate inclusiveness, provisions relating to representation of women and Scheduled Caste/Scheduled Tribe members on the board of multi-State co-operative societies, have also been included.
