The much-anticipated National Cooperative Policy 2025 will be formally launched by Union Home and Cooperation Minister Amit Shah on July 24, 2025, at the auditorium of Atal Akshay Urja Bhawan, New Delhi, the headquarters of the Ministry of Cooperation.
This landmark unveiling marks a significant milestone in India’s cooperative journey and is expected to lay the foundation for transformative reforms aimed at strengthening and modernizing the cooperative sector under the vision of “Sahkar se Samriddhi” (Prosperity through Cooperation).
It bears recalling that, to prepare this policy, the Government of India constituted a National Level Committee on September 2, 2022, chaired by Suresh Prabhakar Prabhu, comprising experts from the cooperative sector, representatives from national, state, district, and primary-level societies, as well as senior officials from the Ministry of Cooperation and other central ministries.
As part of the consultative process, the committee held 17 meetings and organized four regional workshops to gather inputs from cooperative societies, state governments, and industry experts. These suggestions were carefully incorporated into the draft policy.
It is gathered that the policy seeks to unlock the full potential of India’s cooperative ecosystem by providing a structured roadmap for growth from 2024 to 2047, with a strong focus on sustainability, inclusivity, and economic empowerment.
Besides, sources added that one of the key highlights of the draft is the proposal to establish several new apex-level institutions. These include a Development Financial Institution for Cooperatives, a Centre for Excellence in Cooperatives, a National Cooperative Recruitment Board, a National Cooperative Audit & Accounting Board, and a National Cooperative Tribunal.
