PACCs go to polls in Bihar; Sunil elected unopposed

In the elections of Primary Agricultural Credit Cooperative Societies (PACCs) of Bihar, Biscomaun Chairman and RJD MLC Sunil Kumar Singh has won Dumari-Buzurg PACCs falling in Saran District of Bihar unopposed. The election concluded on Tuesday. He has been elected unopposed as the Chairman as no candidate had filed their nomination papers against him.

The elections of the remaining PACCs are underway. There are over 8,463 PACSs societies in Bihar, out of which the elections of around 1500 societies are going on. Most of the societies had gone to the polls last year but due to several reasons including paying fee to the election authority for conducting elections and others, the elections of some societies had been postponed. It is these elections which are going on now.

Talking to Indian Cooperative, Singh said, “In India there are 95,238 PACCs and my Dumari-Buzurg society is the only one which is having a membership base of 8500. The villagers have reposed their faith in me and elected me as the unopposed Chairman of the society”.

‘I have been elected as the Chairman third time in a row. Though our election was to be organized last year, it was not held due to non-payment of a fee to the election authority. Our argument was that the conducting election is the work of the government then why respective PACCs have to pay money.

Finally, at last the government allowed the conduct of elections after a long fight. According to rules, the society which is having 700 members has to pay Rs 5000 to the election authority for conducting elections in their society”, he said on the phone.

It is reported that the elections of PACS have been announced in two phases. The first phase was completed on January 30 and the second phase election will be held on February 15. Polling will be held from 6.30 am to 4.30 pm. Vote counting begins immediately after the voting.

The entire election process will be completed by 17 February 2021. PACS members are candidates and voters in elections. The Block Development officer is usually the returning officer.

Readers would recall that earlier in the election of PACCs in 2019, Vinay Kumar Sahi from Bihar State Cooperative Union and Ramesh Chandra Choubey from Bihar State Cooperative Bank and some others had been declared elected.
