Mohan Mishra, the NCCT Secretary who has been held responsible for the delinking of NCCT from NCUI, retired on Wednesday. Mishra was given a grand farewell at the NCUI headquarters, attended by NCUI President Dileepbhai Sanghani, among others.
Kapil Meena, Director at the Ministry of Cooperation, has been assigned temporary charge until a new Secretary is appointed. The Ministry of Cooperation has issued a vacancy circular, and the selection process for the new Secretary is currently underway.
The National Council for Cooperative Training (NCCT), an autonomous society promoted by the Union Ministry of Cooperation, oversees the Indian Cooperative Management Institutes (ICMs) and Regional Institutes of Cooperative Management (RICMs) that conduct cooperative training and education.
The farewell ceremony took place in the boardroom of NCUI and was attended by many cooperators, including Ramiqbal Singh and Mangal Jit Rai, as well as Vamnicom Director Hema Yadav and numerous directors from ICMs and RICMs across the country.
It is noteworthy that Mohan Mishra began his career as a Publicity Director at the National Cooperative Union of India (NCUI) in 1988 and was appointed NCCT Secretary in 2012.
In February 2018, the Ministry of Cooperation, then headed by Radha Mohan Singh, issued an order to delink NCCT from NCUI. The six-page letter from the Ministry, titled “Establishing National Council of Cooperative Training (NCCT) as an Independent, Central, and Professional Entity—Delinking from National Cooperative Union of India,” argued that although NCCT is a 100% grantee organization of the Government of India, it was being controlled by NCUI.
The then Chairman of NCUI, Dr. Chandra Pal Singh Yadav, and the NCUI board were displeased with the decision and, after failing to influence the Ministry, took the matter to court.
Despite renewed efforts after Dileep Sanghani became NCUI President and Amit Shah became Union Cooperation Minister, the situation remains unresolved.
