NAFED elections a hush-hush affair?

vaikunthbhai Election is the hallmark of democracy. And cooperative election is no exception. The wider participation by the members strengthens the roots of the cooperative movement but Nafed seems to think otherwise.

The process of the NAFED elections scheduled for June 30th is being carried out in a hush-hush manner. Majority of the stake-holders Indian Cooperative talked to have no idea about nominations and other schedules of the agri cooperative.

The NAFED top brass are not behaving even though Chairman Bijender Singh told Indian Cooperative last week as law is against anyone fighting for the third term he is no longer a candidate.

Mr V.P. Singh, Ex-Marketing Director (KRIBHCO) has been made the Returning Officer by a Resolution passed by the Board of Directors of the NAFED in its meeting held on 28.04.14.

The information about the election has not communicated to all the eligible Member Societies of the National Agricultural Cooperative Marketing Federation of India (NAFED). Indian Cooperative desk is flooded with queries from Tamil Nadu to Bihar.

In Bihar it is said there are about 67 delegates but only seven member societies have received the communication detailing the nomination-election schedule. But Nafed Chairman contested this strongly and said that there are hardly 10 societies from Bihar and we have chosen 7 among them.

For cooperators’ benefit Indian Cooperative is giving below the details

1 NAFED elections will be held on 30th June 2014 (Monday) at 11 AM at NCUI Auditorium, 3-Siri Institutional Area, August Kranti Marg, Khel Gaon Road, Hauz Khas, New Delhi-110 016 to elect the members of the Board of Directors and Office bearers of the NAFED.

2. The position of seats and constituencies, as given in the bye-laws of the NAFED, is indicated below (as per bye-law No. 20):

“The Board shall consist of:

a) One nominee each of the State Level General Purpose Cooperative Marketing Federations excluding UTs admitted under Bye-law 4(a)(i) which has contributed at least Rs.50 lakhs individually as equity through admission/additional contribution;

(In case there are more than 10 such member federations then the first 10 in descending order of their ranking would be eligible to nominate one director each to the Board of NAFED as per the criteria laid down for the purpose)

b) One director, if eligible from North-Eastern States including Sikkim and Apex level Marketing Societies of the Union Territories registered under bye-law 4(a)(ii) to be elected on the basis of the criteria laid down at (a) above and if none qualifies than vacancy will be filled up by the eleventh candidate from the list prepared in para (a) above.

c) One director to be elected by the members admitted under Bye-law 4(a)(iii);

d) Seven directors to be elected by the members admitted under Bye-law 4(a)(iv) from amongst themselves;

e) One nominee of the Government of India under byelaw 4(a)(v) shall represent on the Board of NAFED;

f) One nominee of the National Cooperative Consumers Federation under byelaw 4(a)(viii) shall represent on the Board of NAFED on reciprocal basis;

Group of States

1. Western Zone: Maharashtra and Gujarat

2. Northern Zone: Rajasthan, Haryana, Punjab, Himachal Pradesh, J&K, Delhi and Chandigarh

3. Southern Zone: Andhra Pradesh, Karnataka, Tamil Nadu, Kerala, Pondicherry, Lakshadweep and Goa

4. Central Zone: Uttar Pradesh, Madhya Pradesh, Uttaranchal and Chhattisgarh

5. Eastern Zone: West Bengal, Bihar, Orissa, Assam, Nagaland, Manipur, Meghalaya, Sikkim, Mizoram, Andaman & Nicobar, Arunachal Pradesh and Jharkhand

3. The Section 38(3) of Multi-State Cooperative Societies Act 2002 stipulates that “Where in any meeting of the general body or the board of multi-State co-operative society is to be represented, such co-operative society or other multi-State co-operative society shall be represented in such meeting only through the Chairperson or the President or the Chief Executive or a member of the board of such co-operative society or other multi-State co-operative society, as the case may be, if such member is so authorized by the board and where there is no board of such co-operative society or other multi-State co-operative society, for whatever reasons, through the administrator, by whatever name called, of such co-operative society or other multi-State co-operative society.

Provided that where the bye-laws of a multi-State co-operative society provide for representation of other institutions in any meeting of general body or the board of such multi-State co-operative society, such institutions shall be represented through its nominee.”

4. Accordingly, name of Chairman/President or the Chief Executive or a member of the board of such Cooperative Society, or other multi-State Cooperative Societies, as the case may be, if such member is so authorized as the delegate along with the resolution of the board and specimen signatures of the delegate duly attested and bearing the SEAL of the society could be sent. In case, there is no board, the Administrator of the society, by whatever name called, should intimate the RO in writing under his signatures that he shall represent the society in the general meeting. The meeting of the newly elected Board of Directors of NAFED will be held immediately after the declaration of result to elect the Office-bearers.

The nomination form, enclosed at Annexure-II, may also be obtained from Shri Sushil Kumar, Asstt. Manager, National Agricultural Cooperative Marketing Federation of India Ltd., NAFED House, Ashram Chowk, New Delhi-110 014 free of cost on application.

The nomination form shall be signed by two members whose names are included in the list of delegates. One of the members shall sign the nomination form as proposer and the other as seconder for the nomination. The nomination form shall be signed by the candidate along with a declaration giving his willingness to stand for election.

Nomination form shall be presented in person by the candidate himself, or his proposer or seconder or any other person authorized by him in this behalf, or sent by Registered Post, either to the undersigned or Shri Sushil Kumar, Asstt.Manager, on the above address so as to reach before the date and hour specified in the Election programme.

The written acknowledgement for delivering the nomination form should be obtained in this regard. Please note that the Nomination Form received after the stipulated date and time will not be entertained.
