Chandra Pal lambasts NCDC’s high brow approach

NCUI President Chandra Pal Singh Yadav lambasted NCDC for catering to big cooperative marketing federations at the cost of small cooperatives. He was categorical and said NCDC is ignoring small co-operatives.

Efforts to contact Vashudha Mishra, MD of NCDC could not succeed as she claimed “she was too busy to even reply the call”. Reporters covering NCDC were nostalgic of the former MD Mr Govindan Nair’s days due to the easy availability of the officer for media persons.

Of the budgetary provisions of the last year only 5 per cent loan was disbursed to small cooperatives, Chandra Pal said on the sidelines of the 75th General Council Meeting of the NCDC inaugurated by Union Agriculture Minister Radha Mohan Singh.

For other cooperatives as well the performance was barely impressive as the disbursal of loans could not exceed 10-15 percent, Yadav added.

The NCDC was not created to earn profit by giving loans to big players; even banks could do that; it fails to understand that it has singularly failed in realizing its goal of helping small cooperatives find their feet, underlined the NCUI President.

It is supposed to give loans to cooperatives for creating infrastructural projects such as godowns, cold-storages and buildings, he added.

Chandra Pal was, however, appreciative of the union minister and said “ he saw the idea immediately and instructed the NCDC officials to involve cooperative leaders in their planning.” he said.

The minister asked them to include cooperators in the functions at the state and district level and involve them in the NCDC activities.

Earlier, the minister had congratulated the NCDC and its team of dedicated officers for their continued excellent performance. In the current year 2015-16, while financial sanctions of the order of Rs.5698 crore have been made upto 31.01.2016, the disbursements stood at Rs.5630 crore, exceeding the target of Rs.5600 crore for the year.

The Net NPA of the Corporation is maintained at ‘Zero’ and recovery rate over 99.2%. I am sure , the NCDC will continue to achieve ever higher standards of performance in the years to come”, the Minister said.
