We had submitted Application for Transfer of Membership with necessary documents and the desired fees on 13th March 2013 at Alaknanda CGHS Office at GH 45, Sec 56, Gurgaon.Money has been debited from our accounts.
We have followed up with reminders on 3rd April 2013, 10th May 2013, 5th September 2013 ,25th September 2013 , 23rd Oct 2013, 2nd June 2014 to President and Manager of Alaknanda CGHS with request that the needful to be done.
All the letters have been sent through Registered Post. One copy of these letters have been sent by speed post to assistant registrar, Gurgaon as well on each occasion.
I have met Asst Registrar, Gurgaon few times. In one of the meetings he mentioned that our society has not got annual audit done and audited report has to be submitted along with membership transfer documents.
Society has its own version of audit report. Do suggest what we can do.

Linking Audit Report with Admission of Member is unheard of and unthinkable.
Unfortunately there is no concept of “a deemed membership” where an eligible person is denied membership, after a certain duration if application is not rejected giving reasons, applicant shall be a deemed member.
The Committee not acting on your application for membership means its a deficiency in service to members. Since no membership is yet conferred this route to complain District Consumer Rights Protection Forum also is not available.
It appears that you have to go to the High Court for issue of an order to the Committee to decide on your application with in a specified time.
