Society dumps bills on front door

I wish to seek the following information regarding the flat in Mumbai. I live in another city for the last over 10 years. The flat is locked and no one resides. However, I visit every 3 to 4 years:

1. I am not getting any communication about maintenance bills, circulars, minutes etc. Hence the society is charging interest. The Secretary just dumps the bills in front door as they claim. I have requested the previous secretary to send via email and provided my email ID. The secretary confirmed and acknowledged my letter of request, now he is no more the secretary. I have also requested in the letter for a account in nationalised bank so that I can pay bills online. The present secretary has just been dumping bills in door of the flat and charging interest. Please advice what are my options? I want to make on time payment.

2. I was making payment by advance cheques for 3 to 6 months at a time, but due to increase in charges I am charged interest. Please note maintenance cheques sent via registered post ack/due are returned. The secretary is charging interest on interest. Now the Secretary/Managing committee are denying returning the registered letter. I have postal confirmation receipts of posting and return. Please advise how to resolve, I am being penalised and discriminated.

Since the secretary is returning registered letter enclosing cheques. I complained to registrar and have been sending advance cheques to dy.Registrar

3. I have a terrace flat, During our visit, we could not open the door due to life threatening extensive damage to our terrace top floor flat due to deliberate hole in the terrace. And side bedroom ceiling causing the rain water seepage and huge damage to the whole flat .
As per the Bye-Laws for top floor terrace flats, the Society needs to repair and compensate me for my losses and the extensive damages that were caused due to their negligence when they carried out repairs to the terrace and external side walls adjoining my flat.

Please advice.

The best course for you is to approach district consumer forum through a local lawyer for redress of your complaint of deficiency in service concerning rejection of mail (2) not repairing the damage to terrace. you should get redress in 6-12 months depending on work load with forum
