I have a flat in Ambernath which is vacant for several months.  That is to say it has not been rented out.  So what is my liability in this case?  Do I need to pay full maintenance for my vacant flat?

Assuming your housing society was registered prior to 2010 but after July 2001 Rules of charging NOC are given in bye-law No. 43 relevant part is extracted below:

(2) No member shall be permitted by the Committee to sub-let, give on leave and license basis or care-taker basis his flat or any part thereof or part with its possession in any manner unless:

                  (i) he has made an application in the prescribed form;

                  (ii) x;

                  (iii) his application contains the undertaking that –

(a)  x

(b)  x

(c)   he shall pay non-occupancy charges to society. Non-occupancy charges shall  be charged in accordance with the circular issued by the Department of Co-operation Government of Maharashtra from time to time shall not be levied if the flat is occupied by the “Family” of the member as defined under these bye-laws.

Since you have not part with the possession of your flat, you are not liable to pay Non-Occupancy Charges.
