I need your advise on the below.

I have bought an apartment in Bangalore a year and half back , however due to my job I had to stay in Hyderabad.

7 months back , some of the residents formed a so called association without registering the same and the property still under the builder.

off late the Association , has come up with a 10% penalty / week for all pending dues e.g. maintenance , additional installations.

Another important point is , due to hard water in the area , it is decided to install a water softner for which they are forcing 10% penalty + stoppage of the regular water supply to the apartments who doesn’t pay the dues as per their timelines.

People like me face real challenge pulling up bulk money when asked to pay for additional installation and we have requested for the same.

Please suggest to stop this penalty structure , if there is a provision.

There is no Rule of Law in your so called Association. It is not a juristic person which can be sued. Builder is the king here. You can however file a complaint against the builder for deficiency in service in District Consumer Form. Here a justice is cheaper and faster than any other rout.
