What is the remedy when office bearers do not forward maintenance bills to member at new address when the member has given premises on rent and staying elsewhere?

Has grievance redressal committee this under it’s purview?

YES, it can be referred to grievance Committee. But I suggest you do not withhold payment of last known bill amount. Non receipt of maintenance bill does not absolve you from liability to pay interest on delayed payment.
