If the Society is not following the byelaws, & if the same can be proved to Jt. Registrar, will he force the Society to comply with byelaw.

Since you are confident of satisfying the Jt Registrar that a CHS was not following the bye-laws is it possible for you to be more specific as to what according to you the Society was required to do as per a specified Bye-law No but is not doing? Unless we examine an issue with facts and consequences of non-compliance, it could be futile to make a complaint to the concerned authority.
If you were to write the same letter to competent Authority (facts will help to identify a competent authority) the authority sill ask you the question, without reference to facts of neglecting a bye-law the Authority may shoot a general unclear answer Saying yes will ask the Society to make enquiry and take action as may be necessary.
