No individual can set up a cooperative Bank. Two pre-conditions are to be met before an idea can be mooted. There should be at least 10 people belonging to ten independent families and there has to be a blue print of economic activity that a proposed cooperative bank will undertake and profitably. So once these are ready the rest is not at all complicated to prevent you setting up the bank. Remember these two have to be thought out by the person dreaming of setting up a bank and no expert can be of help.
